Anatomy of damage control

1. Canada's new ambassador to Washington, Frank McKenna, says Canada is already part of the U.S. missle defence program. The story hits the wires. It's everywhere within hours.

2. Defence Minister Bill Graham and others hit the airwaves to do damage control. It doesn't work.

3. Martin's senior people (knowing well that McKenna's comments will sink Liberal prospects in Quebec, where they need to regain seats to get back a majority ) leaks late Tuesday to Radio-Canada, the French CBC, that Martin will announce "as soon as Thursday" that Canada WILL NOT participate in missile defense. This, despite the fact that Martin said he wanted to join missile defence as recently as last year.

Is this really how public policy decisions are made in this country? Or is this a cruel joke?
